A wind turbine is a device that converts kinetic energy from the wind, also called wind energy, into mechanical energy; a process known as wind power. If the mechanical energy is used to produce electricity, the device may be called a wind turbine or wind power plant. If the mechanical energy is used to drive machinery, such as for grinding grain or pumping water, the device is called a windmill or wind pump. Similarly, it may be referred to as a wind charger when used for charging batteries.
The result of over a millennium of windmill development and modern engineering, today's wind turbines are manufactured in a wide range of vertical and horizontal axis types. The smallest turbines are used for applications such as battery charging or auxiliary power on boats; while large grid-connected arrays of turbines are becoming an increasingly important source of wind power-produced commercial electricity.

Renewable energy is energy that comes from resources which are continually replenished such as sunlight, wind, rain, tides, waves and geothermal heat. About 16% of global final energy consumption comes from renewable resources, with 10% of all energy from traditional biomass, mainly used for heating, and 3.4% from hydroelectricity. New renewables (small hydro, modern biomass, wind, solar, geothermal, and biofuels) accounted for another 3% and are growing very rapidly. The share of renewables in electricity generation is around 19%, with 16% of electricity coming from hydroelectricity and 3% from new renewables.
Wind power is growing at the rate of 30% annually, with a worldwide installed capacity of 282,482 megawatts (MW) at the end of 2012, and is widely used in Europe, Asia, and the United States. At the end of 2012 the photovoltaic (PV) capacity worldwide was 100,000 MW, and PV power stations are popular in Germany and Italy. Solar thermal power stations operate in the USA and Spain, and the largest of these is the 354 MW SEGS power plant in the Mojave Desert. The world's largest geothermal power installation is The Geysers in California, with a rated capacity of 750 MW. Brazil has one of the largest renewable energy programs in the world, involving production of ethanol fuel from sugar cane, and ethanol now provides 18% of the country's automotive fuel. Ethanol fuel is also widely available in the USA.

The Tōhoku region (東北地方 Tōhoku-chihō) consists of the northeastern portion of Honshu, the largest island of Japan. The region consists of six prefectures (ken): Akita, Aomori, Fukushima, Iwate, Miyagi and Yamagata.
Tōhoku retains a reputation as a remote region, offering breathtaking scenery but a harsh climate. In the 20th century, tourism became a major industry in the Tōhoku region.

Wind power is the conversion of wind energy into a useful form of energy, such as using wind turbines to make electrical power, windmills for mechanical power, wind pumps for water pumping or drainage, or sails to propel ships.
Large wind farms consist of hundreds of individual wind turbines which are connected to the electric power transmission network. Offshore wind is steadier and stronger than on land, and offshore farms have less visual impact, but construction and maintenance costs are considerably higher. Small onshore wind farms provide electricity to isolated locations. Utility companies increasingly buy surplus electricity produced by small domestic wind turbines.
Wind power, as an alternative to fossil fuels, is plentiful, renewable, widely distributed, clean, produces no greenhouse gas emissions during operation and uses little land. The effects on the environment are generally less problematic than those from other power sources. As of 2011, Denmark is generating more than a quarter of its electricity from wind and 83 countries around the world are using wind power on a commercial basis. In 2010 wind energy production was over 2.5% of total worldwide electricity usage, and growing rapidly at more than 25% per annum. The monetary cost per unit of energy produced is similar to the cost for new coal and natural gas installations.

In general, a rural area is a geographic area that is located outside the cities and towns. The Health Resources and Services Administration of the U.S. Department of Health and Human Services defines the word "rural" as encompassing "...all population, housing, and territory not included within an urban area. Whatever is not urban is considered rural."
Typical rural areas have a low population density and small settlements. Agricultural areas are commonly rural, though so are others such as forests. Different countries have varying definitions of "rural" for statistical and administrative purposes.

Wind power in Japan generates a small but increasing proportion of the country's electricity, as the installed capacity has been growing in recent years. According to industry observers, the 2011 Japanese nuclear accidents are pushing wind power to the forefront as a safer and more reliable alternative to meet the country's future electricity requirements. None of Japan's commercial wind turbines, totaling over 2300 MW in nameplate capacity, failed as a result of the 2011 Tōhoku earthquake and tsunami, including the Kamisu offshore wind farm directly hit by the tsunami.

An intermittent energy source is any source of energy that is not continuously available due to some factor outside direct control. The intermittent source may be quite predictable, for example, tidal power, but cannot be dispatched to meet the demand of a power system. Effective use of intermittent sources in an electric power grid usually relies on using the intermittent sources to displace fuel that would otherwise be consumed by non-renewable power stations, or by storing energy in the form of renewable pumped storage, compressed air or ice, for use when needed, or as electrode heating for district heating schemes.
The storage of energy to fill the shortfall intermittency or for emergencies is part of a reliable energy supply. The capacity of a reliable renewable energy supply, can additionally be fulfilled by the use of latency measures and backup or extra infrastructure and technology, using mixed renewables to produce electricity above the intermittent average, which may be utilised to meet regular and unanticipated supply demands.
The penetration of intermittent renewables in most power grids is low, but wind generates circa 16% (EWEA - 2011 European Statistics, February 2012) of electric energy in Spain and Portugal, 9% in Ireland, and 7% in Germany. Wind provides nearly 20% of the electricity generated in Denmark; to operate with this level of penetration, Denmark exports surpluses and imports during shortfalls to and from the EU grid, particularly Norwegian Hydro, to balance supply with demand. It also uses[citation needed] large numbers of combined heat and power (CHP) stations which can rapidly adjust output. The large thermal stores in these systems are also utilised to store surplus wind energy,[citation needed] since thermal storage is the cheapest form of energy storage.

Japan primary energy consumption was 477.6 Mtoe in 2011, a decrease of 5% over the previous year.
The country lacks significant domestic reserves of fossil fuel, except coal, and must import substantial amounts of crude oil, natural gas, and other energy resources, including uranium. Japan relied on oil imports to meet about 42 percent of its energy needs in 2010. Japan was also the first coal importer in 2010, with 187 Mt (about 20% of total world coal import), and the first natural gas importer with 99 bcm (12.1% of world total gas import).
While Japan had previously relied on nuclear power to meet about one fourth of its electricity needs, after the 2011 Fukushima Daiichi nuclear disaster all nuclear reactors have been progressively shut down for safety concerns. Ohi nuclear plant's reactor No. 3 was eventually restarted on 2 July 2012. As of January 2013 most cities hosting nuclear plants are okay with restarts.
